They Still Count On Their Fingers

Firstly, allow them to just simply solve the math fact by their own method -- then give them the means to solve the math fact quickly.

For example, 8 + 6 can be solved by 'adding on six', using their fingers. Once the student is ready to accept that 8 + 6 can be regrouped to become 7 + 7, they will gain speed.

Always use what the student already knows to solve the unknown, then build on their existing ability.
